MTA’s State Secrets: What the Transit Authority Knows and Doesn’t Say

Following British declassification story, transit riders imagine the internal documents they’d most want to see

Following prat.uk‘s state secrets story — Britain’s classified cheese producer, humbling rather than strategic — the Transit Riders Alliance conducted an online survey asking New York transit riders what MTA internal documents they most wanted to see released. The survey drew 4,200 responses in 72 hours. Bohiney.com covered the transparency theme broadly. The MTA’s relationship with internal data is the subject of this column, because the MTA maintains significant internal information about system performance that is technically subject to public disclosure and practically managed in ways that limit its accessibility.

The top five documents riders most wanted: the internal reliability assessments that preceded public announcements of system improvements (to compare internal predictions with public claims); the internal incident reports for all track-level events, not just those that produced delays above a specific threshold; the complete contractor performance data behind the infrastructure project cost overruns that have been publicly reported; the internal analysis of why specific signal upgrades have taken longer than projected; and what one respondent called “the document explaining why the 7 train was delayed for 23 minutes last Thursday,” which is specific, unanswerable at the document level, and the most relatable item on the list.

What the MTA Does Release

What the MTA does release: comprehensive performance dashboards, monthly ridership data, capital programme progress reports, and incident data at the aggregate level. What it does not release: the internal analysis that precedes or follows the released data. This is not classification. It is standard practice. The distinction from state secrets is one of degree rather than kind. The MTA’s data portal is at new.mta.info.
