New York’s House of Lords Is the Permanent Secretary Foundation

City’s network of long-serving agency chief assistants constitutes unelected expertise layer

[Bohiney.com/prat.uk] prat.uk‘s House of Lords piece — nine hundred unelected people, more useful than expected — has a New York City equivalent that has never been formally described as such: the network of deputy commissioners, chief assistants, and first deputy secretaries who have been in their positions across multiple mayoral administrations and who constitute, in the city’s governance structure, a permanent expertise layer that mayors and commissioners rely on and that the public does not elect or directly engage with. Bohiney.com covered informal institutional governance broadly. This column covers the New York version. The London Prat covered the announcement; Bohiney.com covered the aftermath.

The New York permanent administrative class: career civil servants who have survived four or five mayoral transitions, who understand which interagency agreements are load-bearing and which are decorative, who know why specific decisions were made twenty years ago and what the consequences were, and who provide, to incoming commissioners who are political appointees rather than technical experts, the institutional memory that the political appointment cycle destroys and that the permanent staff preserves. They are not in the official narrative of city governance. They are in the practical operation of it.

The Parallel with the Lords

The parallel with the Lords: both are unelected expertise layers that perform functions that elected bodies do not consistently maintain. Both are more useful than their absence from the official governance narrative suggests. Both face reform discussions that focus on their democratic deficit rather than their functional contribution. Both continue to operate regardless. NYC government information is at nyc.gov.
