NEW YORK — ‘New York City has been contributing over 55% of the state’s revenues yet only receives 42% of its total expenditures,’ Council Speaker Julie Menin said at the City Hall press conference. The specific imbalance: the city generates more than half of what the state collects and receives less than half of what the state spends. The remainder — the difference between 55.6 percent contributed and 41.7 percent received — goes to the rest of New York State, which represents approximately 60 percent of the state’s geography and 40 percent of its tax base.
Why the Imbalance Exists
The imbalance exists because New York State’s funding formulas for local aid — particularly school aid and social services — incorporate factors that distribute more aid per capita to lower-income, lower-tax-base communities upstate than to higher-income, higher-tax-base New York City. The formulas are designed to redistribute resources from wealthier areas to poorer areas. New York City, despite its severe concentrated poverty in specific neighborhoods, has a higher average tax base than much of upstate New York. The formula produces the imbalance that the 55.6-41.7 numbers reflect.

The $480 million in MTA cost shifts from state to city that Mamdani identified is one specific mechanism of the imbalance: the state uses the city’s fiscal capacity to fund the Metropolitan Transportation Authority rather than treating MTA costs as fully state-funded infrastructure.
