The Promise
NEW YORK — Mamdani’s campaign included a commitment to freeze rents on rent-stabilized apartments through the Rent Guidelines Board, the body that sets annual allowable rent increases for the approximately one million rent-stabilized apartments in New York City. A rent freeze would mean no allowable increase for 2026-2027, which would directly affect the household budgets of the hundreds of thousands of families who live in rent-stabilized apartments and who typically plan for the annual increase that the RGB sets.
The RGB Process
The Rent Guidelines Board is a nine-member body appointed by the Mayor that holds public hearings and votes on the allowable rent increase for stabilized apartments. The Mayor’s appointments determine the board’s composition. The board’s vote determines the allowable increase. A Mayor who appoints board members who vote for a freeze can produce a freeze through this administrative process without requiring Albany’s cooperation. The rent freeze is in the Mayor’s administrative authority in a way that the PTET reduction and the pied–terre tax are not.
The Landlord Response
Landlord organizations have consistently argued that rent stabilization at below-market levels — and certainly rent freezes — reduce the return on investment for building ownership in ways that reduce maintenance investment and new construction. The specific mechanism: if the allowable rent is below the cost of adequate maintenance and debt service, building owners have incentive to defer maintenance. The empirical evidence on whether this mechanism operates at the scale landlord organizations claim is contested.
The Tenant’s Position
The tenant in a rent-stabilized apartment who is also paying elevated energy bills, elevated food costs, and who is calculating the household budget with the precision that the New York cost of living requires, is the person for whom a rent freeze is the most direct immediate economic relief the Mamdani administration can provide without Albany’s cooperation.
